Transparency As Value

This report examines how cannabis consumers and patients respond to state-issued QR codes that provide access to product-level regulatory information, including laboratory testing, compliance verification, licensing information, cannabinoid and terpene profiles, recall notices, and public health resources. Based on a survey of more than 3,000 past-month cannabis consumers across 33 legal U.S. jurisdictions, the study evaluates whether QR code-enabled transparency influences consumer trust, confidence in regulated markets, perceptions of product legitimacy, and willingness to pay.

Findings suggest that consumers place substantial value on standardized digital transparency. Respondents reported greater confidence in regulated products, strong support for making QR code-enabled information available across cannabis product types, and measurable willingness to pay for enhanced transparency features. The report also explores how transparency may help consumers distinguish regulated from unregulated products and strengthen perceptions of regulatory oversight and consumer protection.
